You can also join the Songkran Festival, it's a Thai New Year celebration. A 3 days celebration which is officially observed from 13-15 April each year. This festival for the Thai Buddhist is a way of cleansing their sins or to wash away their sins. This is the time to renew their self, so this is a very important celebration for them.
The celebration features boisterous water throwing. The water supplied by the government was stemmed from washing Buddha images and lightly sprinkling scented on the hands of elderly people. A scented talcum powder was also used in the annual cleansing rite. Water fights are increasingly practices by using water guns, hoses, pale etc.
Definitely not November to December when visiting Thailand. These are the rainy season, almost every day the rain falls. Mr. Sun will just show up twice a month. The water level will increase and there is a possibility of a flood. They expect the flood to come every 5 years, but when the water level will continue to increase, the government will update flood warnings.

Loi Krathong festival is not a government holiday but the observance is necessary for them. In Thai culture, "Loi" meaning to float a "Krathong". It is a small raftLtraditionally made from elaborately-folded banana leaves and including flowers, candles, incense sticks and small offerings. This practice means to act of floating away or letting go of one's grudges and anger to start a fresh new life. They went to the nearest river, khlong (canal) or flowing water to float a Krathong. They also light sky lantern so the sky is of full of lights.
So for me, the best time to visit Thailand is during the celebration of Songkran or Loi Krathong festival.
